Transition resources for CHSP providers
The department has published several new resources for CHSP providers, including an updated manual, checklists and a service agreement template.
There are less than three weeks until the new Aged Care Act comes into effect and the Department of Health, Disability and Ageing has collated a series of Commonwealth Home Support Program resources to assist providers as they transition.
Among the new resources is the updated CHSP 2025-2027 program manual, which has been modified to align with the new Act, and includes changes made to CHSP objectives and services.

Other key changes include the Statement of Rights and Statement of Principles being added to Chapter 1, new information on CHSP’s interaction with other programs in Chapter 6 and new content on provider and responsible person duties in Chapter 9.
Chapter 2 has seen an extra section added to explain CHSP changes under the new Act, including information on:
- assessment requirements for all CHSP clients
- program eligibility changes
- service agreements, care and services plans and the provision of information
- record keeping
- registration categories
- provider obligations
- the new service list
- changes to reporting in DEX
- registered supporters.

There are also two new checklists available – one on the obligations providers have in relation to the provision of information to new CHSP clients, which can be read here, and a care and services plans checklist, available here.

It is still unclear when CHSP will transition into the Support at Home model, but department representatives reiterated last week that will not be before 1 July 2027.
